Greetings everyone,
Thanks to everyone who voted and attended the meeting Saturday June 26th. The votes on both bylaw amendments met the 2/3s approval requirement and are adopted.
Section 4 - 32 for and 8 against
Section 5 - 36 for and 4 against
No fireworks signs have been ordered and will be posted as soon as we get them.
I’d like to reassure everyone that the board has no intention or desire to inspect owner's recreational vehicles. Any complaints and disputes about noise are always best resolved by neighbors talking to neighbors, rather than involving the board. We very strongly encourage all owners to go down that path before involving the board.
Also there was discussion on further refining the muffler clause to incorporate the DNR requirements rather than a factory muffler. The board will meet soon to discuss changing that verbiage. Once the board agrees on the change it will be represented to everyone for another amendment vote.
Also we will have two training sessions on using the water trailer, one this Wednesday June 30 at 7PM and one on Sunday July 4 at 10AM.
The training will be at the Johnston property , corner of Nelson Creek Rd and Big Horn Way. Please try to attend if you can.
Please see all information on the water trailer at http://www.gprhoa.com/fire-trailer.html
Section 5. Fireworks.
Due to high fire danger fireworks are banned within Goat Peak Ranch from 9AM to 11:59 PM on July 4th. For all other times see Kittitas County code, https://www.co.kittitas.wa.us/boc/countycode/title09.aspx#Chapter_9.30 Fireworks are only allowed from 9AM on December 31st until 1AM on January 1st. Section 4. Clarification on recreational vehicle usage.
a. All recreational vehicles, i.e. motorcycles, ATVs, Side by Sides, etc. used or operated within the association plat must be equipped with the factory muffler and a working spark arrestor. Excessive dust must be kept under control either through watering or use of a gravel surface. For ingress or egress to public areas the same requirements must be met, factory muffler and spark arrestor. All motorized vehicles on Goat Peak Ranch roads must obey the posted speed limit and be operated by a licensed driver.
Snowmobiles used or operated within the association plat must be equipped with the factory muffler and may be used on the roads for ingress or egress only when the snowpack on the roads is at least a 2” of compacted base and the temperatures are cold enough to protect the pavement from the ski carbides. Any damages to the pavement will be repaired and the cost will be the responsibility of the snowmobile operator. Snowmobiles must obey the posted speed limit on Goat Peak Ranch roads.
