****UPDATE on the 'Buy-In fee' voted on in the October 8, 2022 Special Meeting****
Update on the “buy in fee”; with the passage of the fee we had our attorneys look over the “buy in fee” and we were told that we would have to make a change to the CC&Rs. That would take 100% of the owners to vote for it. That will never happen. There will not be a “buy in fee”.
During the meeting a number of owners wanted more detailed financial information so I am including 2 reports on our financial status for the year 2022. If you have any questions please call or text me at 425-466-4993.

GOAT PEAK RANCH OWNERS SPECIAL ASSOCIATION MEETING
DATE: 8 October 2022
Directors Present: Jeff Kluth, President; Michael Johnston, Secretary/Treasurer; Ken Russ; Director; Gary Pernaa (zoom), Director; Warren Bingham (zoom), Director; William Maloney, Director; Michael Bain, Director
Call to order/establishment of a quorum.
There is a quorum present both on zoom and in person and the meeting was called to order at 1006.
Approval of minutes:
The annual meeting minutes were presented and the minutes were accepted.
Approval of Financial Statement:
The treasurers report, Balance Sheet & Income Statement were presented and were accepted.
New Business:
Review of last five years: Jeff presented the past five year budget that will expire 31 December 2022. The form used was a pie chart with rounded figures. Snow removal and road maintenance were the big items. A long list of major roadwork accomplished since 2018 was presented.
Presentation of the new three year budget: The new 3 year budget, if approved, will bring in 199,548 dollars. It is hoped that this will allow the association to complete repairs on Forest Lane, Nelson Creek Road, White Tail Lane and Goat Peak Ranch Road. Beginning 1 January 2023 the Dues will be $300 and the special assessment will be $473 for a total of $773 for 3 years. There was a comment period for those owners on zoom and in person. There were a good number of comments from owners on zoom and in person. Heidi Griffith had 2 pages of comments that she presented to the association.
Presentation of the new “buy in” fee: The association will develop a half of one percent “buy in” assessment to the new owner. Any funds from this new assessment will not be considered part of the budget. There were some comments, for and against, from both the zoom members and those in person.
Voting was completed with the aid of a spread sheet. All the proxies were already input to the spread sheet and only owners in person needed to vote.
The count for the 3 year budget was 45 for the budget and 24 against the budget. The 3 year budget as presented is accepted.
The count for the “buy in” fee was 44 for the buy in fee and 25 against the buy in fee. The buy in fee is accepted. Note, the Board will now come up with the complete wording and have our attorneys look over the new assessment.

The next meeting will be sometime in February.

GOAT PEAK RANCH OWNERS ASSOCIATION ANNUAL MEETING DATE: 21 May 2022
Directors Present: Jeff Kluth, President; Michael Johnston, Secretary/Treasurer; Gary Pernaa, Director; Warren Bingham, Director; William Maloney, Director
Call to order/establishment of a quorum.
There is a quorum present and the meeting was called to order at 1010.
Approval of Financial Statement: Jeff presented several pie charts of the spending this year. The largest item was snow removal, which was more than twice the normal amount. We did advise the members that the 5 year budget will need to be reviewed and voted on this September. We are getting quotes on all the road repairs that are needed. Once we have that information the Board will develop a 3or 5 year budget. No questions for the Treasurer.
New Business: Weeds on Goat Peak Ranch Road: Bill Maloney checked with several governmental agencies about spraying the weeds on Goat Peak Ranch Road and due to all the running water we are very limited in what we can do with chemicals. Mowing would be the only way. When the Board meets they will come up with a budget item of mowing two or three times in the spring.
Kevin Nolan Division 3 lot 5 asked if the Board would look into some seasonal speed bumps due to the high speed in the dryer months. The Board will look into the idea.
The Water Trailer is ready for owners to use when they are burning brush piles. The trailer weight is 6000 pounds and requires a 2 5/16” ball and ideal height is 25”. There is more information on the web site. There will be a Water Trailer training class this Saturday at 1000.
Board positions: Most of the Board members have been serving more than three years and one member has been serving as secretary since 2013. There does not seem to be much interest in serving on the Board. A Home Owners Association Management Company would cost the Association approximately $2150.00 per month. The association needs Board member that can serve as the Secretary. Warren was wondering if we could hire a Secretary; do not know at this time. Will look into that with the Management Company.
Property Owners that rent their homes both long term and short term are to make sure the renters know about the Association’s CC&Rs. They can be found on the web site.

The next meeting will be held sometime in September and be an in person meeting outside.

GOAT PEAK RANCH OWNERS GENERAL ASSOCIATION MEETING DATE: 19 February 2022

Call to order/establishment of a quorum.
There is a quorum present and the meeting was called to order at 1000. About 16 property owners logged into the zoom meeting.
New Business:
Financial Review: Jeff reviewed some pie charts of the spending in year 2021 and 2022. There was a staggering amount of snow removal cost for 2022, $21,820.15. There were no questions on the report. The Board will be starting to look at the roads and get the cost to repair them. Below is a link to all the documents that were presented in the meeting.

Fire Trailer update: Jeff was encouraging owners to use the water trailer this spring/early summer while they are burning brush. There were some questions on liability to the association while using or towing the trailer. A number of ideas were suggested and the Board will take up the subject in the next Board meeting.
E-Payments: A number of owners would like to see some form of electronic payment instead of writing a check. Jeff said that he has been asked that also. Michael mentioned that he receives many “bill pay” checks already. The Board will take up the subject in the next Board meeting.
Goat Peak Ranch Road: Bill Maloney thinks there should be a better means of keeping the weeds under control than what is being done at this time.Michael mentioned that the contractor is very limited in what weed control chemicals they can use on that road. The Board will take up the subject in the next Board meeting.
