There is a quorum present and the meeting was called to order at 10:06. Twenty five property owners and some number of guests were present at the meeting. Introductions of all the members present at the meeting.
The Secretary projected the Annual Meeting minutes with a digital projector. The minutes were accepted without any changes.
The Treasurer projected the treasurer’s report with a digital projector. Approved as written.
Jeff reviewed the 2019 Cash Flow Pie Chart, reviewed the 5 year budget and reviewed the 2020 Budget Pie Chart.
Jeff reviewed the 2020 Road Plan for Goat Peak Ranch Road. The paving contractor, All Aces was scheduled to pave a portion of Goat Peak Ranch road when they were finished paving a nearby property owners long driveway. They did not complete the work and informed Jeff that they could not pave this year.
Jeff asked for a volunteer to fill the Secretary position, no one volunteered.
Jeff introduced the Washington State Law WAC 246-203-130 regarding animal waste. A long discussion about the number and locations of livestock in Division III. The wells are very shallow in this division and many of the livestock are located at or very near the wells. A recommendation was made for Division III owners to have their water tested yearly.
Jeff reviewed sections 4, 7, 8, 13 and 14. The Association now has JDSA Law of Wenatchee retained as our Attorneys.
An owner wondered if the County could take over Goat Peak Ranch Road and bring it up to County Standards. Long discussion about that without much good information. Robert Woodrow said he talked with the County and there is a grant program to help out associations with road issues. Said he talked with a Mr. Cook in Ellensburg. Jeff said that he will look into this.
